PERKEMBANGAN PENDIDIKAN ISLAM KONTEMPORARI DI UTARA FILIPINA
Abstract
Pendidikan Islam bertujuan untuk menambah dan memanfaatkan aspek intelektual dan juga kerohanian manusia. Walau bagaimanapun, walaupun sebilangan besar masyarakat Muslim di Filipina mendakwa bahawa sistem ini tidak diperhatikan oleh kerajaan Filipina kerana sistem pendidikannya adalah beramal dengan sistem sekular. Sistem pendidikan di sekolah kerajaan hanya memberi penekanan pada pengetahuan manusia dan perkara ini bertentangan dengan sistem pembelajaran Islam iaitu menumpukan perhatian pada aspek ketuhanan. Oleh kerana kedua-dua sistem pengetahuan ini diajar secara berasingan, sistem pendidikan sekarang di negara Filipina tidak begitu berkesan dalam memenuhi keperluan masyarakat Muslim tempatan. Dalam menangani cabaran pendidikan ini, pemerintahan telah mengambil initiatif dengan memulakan beberapa program dan kebijakan yang disetujui oleh undang-undang berikut, seperti: (i) the Letter of Instruction No. 1221 of 31 March 1982; (ii) the Letter of Instruction No. 17-A, (iii) the Muslim Mindanao Autonomy Act No. 14, (iv) the DepED Order No. 51 of 28 August 2004, (v) the DepED Order No. 40 of 19 May 2011, and (vi) the different provisions of the Peace Agreements between the Bangsamororebels and the Philippine government. Walau bagaimanapun, walaupun terdapat kelulusan dan sokongan undang-undang dan program, pendidikan Islam di Filipina masih kekurangan dana, isu pengurusan dan pentadbiran serta masalah struktur.
