Isu-isu Internal di Balik Kredit Macet: Mengungkap Akar Masalah Tata Kelola dan Operasional BPRS di Riau
Abstract
Pembiayaan bermasalah (Non Performing Financing/NPF) menjadi tantangan serius dalam tata kelola dan operasional Bank Pembiayaan Rakyat Syariah (BPRS). Penelitian ini bertujuan mengidentifikasi serta menentukan prioritas faktor internal yang menjadi akar penyebab risiko pembiayaan pada BPRS di Riau. Metode yang digunakan adalah Analytical Network Process (ANP) dengan melibatkan tiga kelompok responden: praktisi, regulator, dan pakar. Data diperoleh melalui wawancara mendalam dan kuesioner pairwise comparison, kemudian diolah menggunakan perangkat lunak Super Decisions. Hasil penelitian menunjukkan bahwa lima sub-klaster masalah internal SDM, kebijakan, kepatuhan, proses dan prosedur, serta manajemen memiliki bobot prioritas relatif setara menurut responden gabungan. Namun, kelompok praktisi dan regulator cenderung menempatkan masalah SDM sebagai faktor paling dominan. Nilai rater agreement yang berada pada kategori lemah hingga moderat menunjukkan beragamnya persepsi antar kelompok responden terhadap akar masalah pembiayaan. Temuan ini menegaskan bahwa pembiayaan bermasalah pada BPRS di Riau tidak hanya disebabkan oleh faktor eksternal, tetapi juga kuat dipengaruhi oleh kelemahan internal. Implikasi penelitian menekankan perlunya penguatan kompetensi SDM, penyempurnaan kebijakan pembiayaan, peningkatan kepatuhan syariah dan regulasi, serta perbaikan manajemen dan prosedur pembiayaan.
